Adios inbred rice? Hybrid rice seeds are coming-and-coming..

Indonesia attained rice self-sufficiency in 2008. However, Indonesia, as claimed by a TNC seed company, definitely a key country in our global strategy for hybrid rice. “We are looking at significant business expansion here after our initial market introduction in 2006,” as said by Bayer Cropscience.

Two-years ago small-scale rice farmers are out-competed by imports, now in the hand of hybrid rice seed companies?

Foreign seed companies have came earlier and grown hybrid rice to farmers’ fields in both upland - by Kondo Mitsubishi in 2000 - and lowland rice field – by Bayer in 2004. Meanwhile publication of public agency for agricultural research and development pf ministry of agriculture, entitled field guidance for the extension workers on the potential suitable area for hybrid rice cultivation, issued years later, in March 2007, although research on hybrid rice has had been developing since 1983. There was claimed national hybrid rice varieties have able to meet seeds demand to farmers and unnecessarily importing from other country, such as China, but mass production and its commercialisation or marketing of these hybrid rice seeds, of course, highly depend to partnership scheme with private sector.

At farmer level, the ministry of agriculture introduce a newly scheme on seed subsidy. Director on Seed of the Directorate General of Food Crops of Department of Agriculture Rachman Pinem (10 Dec. 2008) said seed subsidy funds for the year 2009 will be distributed directly to account of farmer groups. “Farmers will be able to buy seed directly from local breeders which multiplied foundation seed distributed by the Department of Agriculture, or for second option, farmers can buy higher quality hybrid seeds directly from other producers.”

For information, seed subsidy was increased around 10,5%, from Rp 1.5 trillion in 2008 to Rp 1.7 trillion in 2009 (Kontan online, Thursday 11 Sept. 2008; US$1=Rp13.000 on 9 Sept. 2008).

How much hybrid rice seed companies reap profit from small scale rice farmers – mostly above 40 years old with around 0.25 hectare rice field - in Indonesia?

DuPont 17 March 2009
PT DuPont Indonesia prepares US$100.000 or around IDR1.2 billion to help marketing hybrid paddy seed developed by the Research and Development Agency at the Department of Agriculture.

That was inked in an MoU between PT DuPont and the Research and Development Agency at the Department of Agriculture in Jakarta. The partnership will cover hybrid paddy seed research, production, and hybrid paddy seed. It will also cover multi-location (14 locations) tests of hybrid paddy varieties. It may be noted, ministry of agriculture announced DuPont has alloacated around US$100,000 or Rp1.2 billion for that purpose (19March 2009).

PT DuPont Indonesia previously established a synergic partnership with the Paddy Research Agency (BB Padi) and got a license to produce and sell Maro hybrid paddy seed, which is developed by Indonesian researchers in BB Padi.

DuPont has also been producing and marketing Pioneer hybrid corn seed since 1988 and the leader in the hybrid corn seed industry in Indonesia. DuPont Indonesia has launched 23 varieties of Pioneer hybrid corn seeds. The varieties that are still produced and marketed are P7, P11, P12, P13, P21, and P23. In 2007, PT DuPont started marketing PP1 hybrid paddy seed and launched PP2 hybrid paddy seed.

Business Director of PT DuPont Indonesia Mardahana disclosed the partnership was part of efforts to improve the existing resources. "We hope the partnership will be able to produce high-quality seeds worth to sell," he said.

Asean Business Manager of Dupont Andy Gumala even hoped the hybrid paddy seeds could be exported to Malaysia, Vietnam, the Philippines, and India.

Devgen is ready for 2009 market entry in Indonesia, through cooperation with, a state-owned seed company, PT SHS, the country's leading seed producer and distributor, after successful local testing and subject to product registration of the Devgen rice hybrids.

During 2008, Devgen demonstrated that its hybrids are adapted and potentially competitive in the Philippine and Indonesian markets. In 2009, Devgen plans to expand its hybrid rice business to these two major rice growing countries.

“Hybrid rice is a strategic crop for Bayer CropScience”, said Sidi Asmono, BioScience Manager at Bayer CropScience Indonesia. “In 2007 we have strengthened our excellent position on the hybrid rice market in Indonesia. For Bayer CropScience, Indonesia is definitely a key country in our global strategy for hybrid rice and we are looking at significant business expansion here after our initial market introduction in 2006.” (Wednesday, March 26, 2008)

On 25 March 2008 Bayer CropScience, one of the global leaders in hybrid rice seeds, has signed a letter of intent with the Ministry of Agriculture of Indonesia regarding cooperation in research, development and dissemination of hybrid rice technology in Indonesia. Financial terms were not disclosed.

Bayer CropScience has developed Arize® hybrid rice in Indonesia in 2004 (www.bayer.co.id) resulted two varieties, namely Hibrindo R-1 and Hibrindo R-2; both released by the minister of agriculture in 2003 (Daerah Pengembangan Dan Anjuran Budidaya Padi Hibrida, Badan Penelitian dan Pengembangan Pertanian Departemen Pertanian, 2007). Arize® Hibrindo hybrid rice seeds have been commercialized in the West Jawa, East Jawa and Gorontalo provinces since 2006.




PT SAS & Sichuan Guo Hao Seed Industry Co Ltd
PT Sumber Alam Sutra (SAS) is one of 18 private companies developing Chinese-developed hybrid rice varieties in the country. PT SAS as a new player in hybrid rice seeds marketing in Indonesia has been promoting two hybrid rice varieties. However, PT SAS also sell one of national hybrid rice variety, namely Rokan, as a license-variety.

PT SAS has added up to 12,347 tons of rice to the total national rice production. The company expects this figure to grow to 896,000 tons by 2010. PT SAS is a holding company of Tomy Winata, who spearheads the Artha Graha Group (AGG). AGG is working together with China’s Si Chuan Guo Hao Zhong Ye Co Ltd. which invested around US$5 million to develop Hybrid Rice Research Center in Lampung province.

"Under an MOU signed in 2005, China also agreed to transfer farming technology including the breeding of new hybrid varieties to eliminate Indonesia's dependence on seed imports," Vice President Jusuf Kalla said (The Jakarta Post, 18 Oct.2007).




Kondo, Mitsui Chemical, Inc., 1997
Miki1, Miki2, Miki3, Manis4, and Manis5 are hybrid rice varieties produced by Mitsui Chemical, Inc , have been growing in limited area of irrigated upland rice fields in West Jawa since 2000 by PT. Kondo Indonesia. This company has been developing restorers of hybrid rice in Indonesia, in cooperation with the R&D agency of department of agriculture since 1997. However, it can be said, this company producing hybrid rice for food consumption rather than sell seeds. As monitored seed marketing of three hybrid rice varieties to farmers not aggressive compare to others.

Hybrid rice susceptible to BPH and WBPH
Baehaki S.E of the Indonesian Center for Rice Research (BB Padi) in Sukamandi, West Jawa, Indonesia disclosed:

Three years ago we started evaluating hybrid rice varieties and found that all the hybrid varieties are susceptible to Brown planthopper (BPH). In the Wet Season 2005 we compared BPH reaction in the field of hybrids, Hipa 3, H45, and H53 with IR64, IR74 and BP360. BPH development on hybrids was higher than on IR74. In the Dry Season 2004, we found the whitebacked planthopper on hybrid Rokan, Hipa 3, and Hipa 4, but low in inbred IR64, although this variety was reported to be attacked by BPH . There are indications that in Indonesia hybrids are susceptible to both species of planthopper, BPH and White Back Plant Hopper (WBPH).

Seven years ago Suwarno, et all (2002) revealed the hybrids are susceptible to the major pests brown planthopper, bacterial leaf blight, and rice tungro virus, and may not always express heterosis across locations. Cultivation of the hybrids should be followed by application of integrated pest management, but cultivation is not recommended in the endemic area of the pests (www.irri.org).




Back in October 2007, "The government's decision to introduce hybrid rice varieties through the private sector hopes to improve the economic livelihood of farmers and the country's rice production so that Indonesia will no longer rely on imported rice to supply national food stocks," he said during a dialogue with farmers, The Jakarta Post reported Wednesday (17/10/07).

As claimed, research on hybrid rice in Indonesia began in the mid of 1983, by using CMS as parent from China, Philippines and India, while parent for restorer (R) imported from Philippines/IRRI, China and Thailand. Rice varieties used, at that time, were 20A, 44A and 97A. In 1986 indica varieties used but the yields was not impressive. Then, the Philippines/IRRI’s rice varieties chosen, such as IR 58025A, IR 62829A, IR 68885A, IR 68886A, and IR 68887 (Tjahjadi, 2000). Last March was reported, four of total eight hybrid rice varieties developed by BB Padi classified as public domain varieties, included Hipa4, and Hipa5 Ceva and Hipa6 Jete (as result a joint cooperation with the Central Jawa administration), then Hipa7 (finroll online, Thursday, 19 March 2009 23:51).

What will be real story of rice farmers – with around 21 million families - behind rice self-sufficiency achieved last year, also this year?

A short period of rice self-sufficiency two decades ago, Riza V. Tjahjadi (1991a, 2004) revealed researchers pointed out that self-sufficiency on rice has achieved not based on the farmers awareness, but the stick-driven government regulations which have been driving farmers to cultivating only rice. As consequence, the rice production has increased successfully – but only for short period, 2.5 years. In contrast, it’s has been losing the interest of the farmers. Therefore farmers became a refugee of development in real situations.

Here an update/ situationer as result field monitoring on 15 March - 10 April 2009 to Pulau Tidung a twin islet and one of 110 islets of the Thousand Island Regency of Jakarta greater areas, and Pulau Babi of Pulau Tunda, one of six islets of Serang Regency in Banten province.

Important problems face by artisanal fisher communities, as identified by BioTani & Bahari Ind., at least, to two islets:

# uncertainty climate, strong wind and high sea wave, combined with fuel shortage with high prices (2006-early 2009), have caused fishers stranding on shore with uncertain income except debt, thus, highly depends on food aid from mainland

# not be reached by dissemination and availability of the Govt. programs, such as pro-fishermen project, small scale credit scheme, etc.


# a “muroami” net cornering hand lines artisanal fishers (2004-now) whilst fish catch less and less # seapiracy terror (2003-early 2005)

The government was urged on Tuesday to review its food security program in small and remote islands after a study found it ineffective.
The study, conducted by non-profit organization BioTani in Banten, Jakarta, the Riau Islands, East Java, South Sulawesi and Southeast Sulawesi, found that people living in small and remote islands still faced food shortages.
"On the main islands, the program has been working well, but on small and remote islands, the program does not work. We found most respondents were still prone to experiencing food scarcities," BioTani executive director Riza. V. Tjahyadi said.

Strong winds and high waves: February 2008 several days, in April, several days, June several days, mid of July; even in Idhul Fitri days - all have occurred almost a week
As impact
Forced fishermen not go to sea, as result there was no income gain in regular basis, meanwhile purchasing power parity lower and lower... and absolutely depends on food aid... TRANSITION period or "Pancaroba" is almost over but high waves still fluctuative..!


But...

No day without fishing, although fish catch varied for each season. However, whatever fish get by the artisanal fishers they sell and consume to their family.

Pulau Tidung Besar, one of 116 islets of the Thousand Island Regency of Greater Jakarta areas.Pulau Tidung (Tidung Besar and Tidung Kecil), a twin of 110 islets of Thousand Islands regency in the Jakarta Bay, also one of tourist spots for fishing and diving.



Geo coordinate position of Pulau Tidung Besar is 05.46.15 South, and 106.26.00-106.34.22 East.Size of land 106.90 Hectares. Population 1,372 households (90% is artisanal fishers)

However, with limited carrying capacity, household waste dumped in the south and north of coastline of islet.

Posisi Indonesia dalam Peta Keanekaragaman Hayati Dunia, suratkabar Mingguan Suryapos, 5 Maret 2009

POPS, Ornop LH dan Komisi VII DPR RI 12 Feb.2009

Perlindungan lingkungan dan kesehatan manusia dari racun kimia yang awet, bandel, persisten dan dapat lintas benua dampak resikonya tampak masih jauh dari ranah perundangan republik tercinta ini.

Kamis, 12 Feb 2009, beberapa ornop: ICEL, PAN Indonesia, Walhi, dan juga IFTN, Indonesia Free Toxic Network - dengan beberapa anggotanya - yang diundang rapat kerja dengan Komisi VII DPR RI untuk memberi masukan untuk Pengesahan Rancangan Undang-Undang Tentang Pengesahan Stockholm Convention on Persistent Organic Pollutants (POPs) rada terkejut mendengar beberapa pertanyaan yang provokatif. Apa alasan yang dapat dipahami DPR RI soal
perlunya terburu-buru menyetujui pengesahan konvensi tersebut? Konvensi tentang POPs yang telah ditandatangani

pemerintah pada tahun 2001, kenapa baru sekarang minta disahkan? Apakah perundangan yang cakupannya nasional saja tidak cukup? Apa "kita' akan "kejeblos" lagi seperti halnya perdagangan karbon (carbon trading) yang harga diperoleh Indonesia jauh lebih kecil daripada PNG? Dsb.

Tanggapan ornop ialah menangkap kesan terlampau dipolitisasikannya proses pengesahan konvensi itu, terkait dengan dengan aroma kental menjelang pemilu. Pada sisi lain, pemerintah, khususnya Kementerian Lingkungan Hidup pun tak peka atawa teledor dengan kelengkapan prosedur dan syarat dasar pengesahan itu, yaitu tidak cepatnya menyertakan NIP, national implementation plan dalam materi RUU. Ujungnya, kepada hanya beberapa wakil rakyat yang hadir dalam dengar pendapat itu menekankan, bahwa mereka perlu mendalami lebih dahulu pa itu, dan bagaimana NIP tersebut akan direalisasikan setelah copy NIP disusulkan dalam raker ini.

Berapa lama lagi proses pengesahan itu? Tidak terlihat jelas. Yang jelas, Komisi VII DPR masih akan mendengarkan pendapat pakar, dan kalangan asosiasi. Kalangan lain tidak disebutkan, demikian kata akhir dari Dr. Sony Keraf yang memimpin sidang, nyaris sendirian.

Perkenanankan kami atas nama, Pesticide Action Network (PAN) Indonesia Since 1982 menyampaikan beberapa hal.

1.PAN Indonesia pada prinsipnya sangat menyetujui pengesahan RUU tentang Pengesahan Stockholm Convention on Persistent Organic Pollutants, khususnya terhadap naskah konvensi tersebut.

2.Di bawah prinsip setuju sepenuhnya terhadap naskah Konvensi Stockholm tersebut, perkenankan kami menyampaikan beberapa catatan pertanyaan dan usulan yang patut dipertimbangkan kembali untuk penambahan, atau revisi kalimat pada hal-hal berikut.

4. Perundang-undangan Nasional yang Berkaitan dengan Konvensi Nasional
PAN Indonesia memandang terdapat kekurangan yang mungkin dapat
dipertimbangkan untuk ditambahkan ke dalam naskah pada nomor di atas,
yaitu perundangan yang mengatur Tentang Daftar Investasi Negatif (DIN)
yang diterbitkan oleh pemerintah melalui Badan Koordinasi Penanaman
Modal (BKPM), yaitu UU No. 25 Tahun 2007 tentang Penanaman Modal (UU
PM)(, dan Peraturan Presiden).
Perlu kami tambahkan pula dalam Naskah Akademik Ratifikasi Dan
Implementasi Konvensi Stockholm yang disusun oleh Kementerian Negara
Lingkungan Hidup tahun 2004 pun analisisnya tidak menyentuh regulasi yang
terkait dengan investasi.
Adapun dasar dari pandangan kami adalah telah dicantumkannya beberapa
dari pestisida yang tergolong POPs ke dalam DIN dalam beberapa tahun
terakhir; Ref: Peraturan Presiden (Perpres) No. 76/2007, dan No. 77/2007
walaupun di DPR RI yang menangani investasi adalah Komisi VI.
Usul yang lebih kongkrit adalah POPs yang termasuk dalam Lampiran A, B, C
dari total 6 Lampiran pada Konvensi Stockholm dimasukkan ke dalam Daftar
Bidang Usaha yang Tertutup Mutlak bagi Penanaman Modal,
meskipun sebagian dari Lampiran A sudah tercantum dalam DIN.

5.Usulan di luar RUU tentang Pengesahan tentang Stockholm Convention on Persistent Organic Pollutant (POPs), tetapi terkait dengan peredaran atau perdagangan pestisida berbahaya lintas Negara.
Kami berharap agar Komisi VII DPR RI untuk turut segera mendesak kepada pemerintah agar mempersiapkan ratifikasi Konvensi Rotterdam tentang Pemberitahuan Dini (Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade; Rotterdam, 10 September 1998)

6.Masih di luar RUU tentang Pengesahan tentang Stockholm Convention on Persistent Organic Pollutant (POPs), tetapi terkait dengan pesticida yang juga tergolong persistan adalah endosulfan – yang telah dilarang melalui Peraturan Menteri Pertanian No. 07/Permentan/SR.140/2/2007, yang menyatakan Endosulfan bersama 37 bahan aktif lainnya telah dilarang untuk semua bidang penggunaan pestisida.
Hendaknya pestisida ini mulai diamati, dan juga diakomodasi oleh Komisi VII sebagai POPs di kemudian hari.
Sebagai informasi, kepada pemerintah khususnya Kementerian Lingkungan Hidup, pada 16 Desember 2007, kami telah menyatakan perlunya POPs Plus, yaitu (kutipannya)

Pengembangan dinamis POPs ke dalam traktat internasional
1.Menyampaikan informasi hal pelarangan endosulfan kepada Sekretariat Stockholm Convention, agar dapat disebarkan kepada para pihak pada The Fourth Meeting of the Conference of the Parties (COP4) of the Stockholm Convention will be held from 4 to 8 May 2009 in Geneva, Switzerland. Dengan kata lain Indonesia bergabung dengan Uni Eropa, masuk ke dalam kategori countries and NGOs-submission to Convention files.
2.Melakukan notifikasi status endosulfan, seraya bergabung dengan kelompok yang mengupayakan agar endosulfan masuk ke dalam daftar prior informed consent, PIC pada Rotterdam Convention on Prior Informed Consent.

Penguatan status hukum POPs dan endosulfan
1.Secepatnya mengupayakan Ratifikasi Stockholm Convention ke dalam perundangan RI.
2.Secepatnya mengupayakan endosulfan masuk ke dalam Daftar Investasi Negatif (DIN) guna memperkuat status hukum peraturan menteri.
3.Pengumpulan data dan informasi mengenai endosulfan dan dampaknya bagi masyarakat pemakai, khususnya petani.
4.Sosialisasi POPs Plus endosulfan (pemerintah, swasta, universitas, ornop) kepada masyarakat luas, seraya menjajaki suatu program nasional penanggulangan resiko POPs yang mengacu kepada pemberdayaan partisipatif komunitas.
5.Menerbitkan mempublikasi Panduan untuk pengelolaan POPs berdimensi sosial ekonomi versi Bahasa Indonesia, sehingga dapat digunakan sebagai rujukan oleh kalangan yang peduli dengan ancaman bahaya dan resiko POPs

PIC Regions
Introduction
This section contains information regarding the Prior Informed Consent (PIC) regions. The PIC regions are used only for the determination of requirements stated in paragraph 5, article 5 of the Convention.

As adopted by the first meeting of the Conference of the Parties

At its first meeting, in decision RC 1/2, the Conference of the Parties, adopted the regions and listing of countries as the PIC Regions, only for the purposes of paragraph 5, article 5 of the Convention. The Prior Informed Consent ( PIC) regions are stipulated in Article 5, paragraph 5, of the Convention:
"When the Secretariat has received at least one notification from each of two Prior Informed Consent regions regarding a particular chemical that it has verified meets the requirements of Annex I, it shall forward them to the Chemical Review Committee."

Endosulfan, adalah pestisida yang dicurigai banyak pakar sebagai salah satu kimia yang tergolong endocrine disrupter

Apa itu endorine disrupter?
Pernah mendengar hasil studi World Wildlife Fund (WWF) yang mendalam dan komprehensif di wilayah rawa Florida Amerika Serikat? Pernah mendengar wakil-wakil WWF membeberkan hasil studi itu kepada Komisi Masalah-masalah Pemerintahan di Senat Amerika Serikat? Pernah mendengar Anti Breast Cancer Movement?
Seorang di antara penggerak kepedulian itu, ialah ilmuwan yang bekerja di WWF, Theo Colborn dan para ilmuwan lainnya. Mereka - melalui bukunya berjudul: Our Stolen Future: Are we threatening our fertility, intellegence and survival - telah membangkitkan kepedulian mengenai bagaimana kimia pada setiap hari telah dapat memberikan dampak terhadap:

Fungsi-fungsi yang berada dalam cakupan sistem endokrin:
a. mengurangi kesuburan (lowered sperm count and undescended testes)
b. deformitas gential (hypospadias in boys - where the urethtra does not develop to come out of the penis, and even more severely where urethra comes out of the scrotum)
c. kelainan dalam sistem kekebalan
d. kanker (estrogen imitators triggering breast cancer, etc.)
e. masalah-masalah pertumbuhan seperti gangguan rasa kepekaan yang menurun.
f. menurunkan kecerdasan (lowered IQ).
Gawatnya potensi ancaman kimia ini, sehingga muncul istilah "Stealing the Future?

Endocrine Disrupters".
Dalam bentuk audio visual dikenal dengan judul "Fooling With Nature" produksi WWF Amerika Serikat; mungkin WWF Indonesia memiliki copy video itu. Film ini menggambarkan dampak-dampak dari pestisida persisten terhadap satwa, dan manusia.
Dari sekian banyak kimia yang mengganggu fungsi sistem endokrin adalah PESTISIDA.
Adapun pestisida yang dicurigai ialah: alaklor, maneb, heptaklor, benomil, DDT, lindana, dan ENDOSULFAN. Nyaris seluruhnya adalah pestisida organoklorin. Ini dapat ditambahkan daftarnya: methoksiklor, dikofol, vinclozolin, 2,4-D, 2,4,5-T, atrasin, karbaril, mirek, malathion.

Pemerhati Lingkungan Peringati Tragedi Bophal
JAKARTA – Tanggal 3 Desember selalu dikenang oleh pencinta lingkungan sebagai hari peringatan tragedi kegagalan teknologi terhadap manusia. Delapan belas tahun silam, tepatnya 2 Desember 1984, sebanyak 40 ton metil isociyanat (MIC) gas dari pabrik produksi pestisida bocor dan menguap di udara pada pukul 16.00 waktu Bhopal di India. Peristiwa ini berlangsung hingga keesokan harinya dan mencelakakan manusia di sekitarnya.

Menurut Riza Tjahjadi, Direktur Eksekutif Pesticide Action Network (PAN) Indonesia, Remember Bhopal adalah peringatan solidaritasi umat manusia terhadap kecelakaan yang menimbulkan kebocoran gas racun MIC dari pabrik milik Union Carbide di Bhopal India. Oleh kalangan pemerhati pestisida di kawasan Asia Pasifik sejak beberapa tahun silam diubah namanya menjadi

No Pesticide Day, dan waktunya ditetapkan menjadi 3 Desember, guna dapat diperingati di seluruh dunia. ”Di Indonesia, dalam menyongsong No Pesticide Day, PAN Indonesia menyoroti perkembangan pelaksanaan Konvensi Stockholm mengenai polutan organik yang awet di alam, dengan sebuah pernyataan. Segera larang dan awasi ketat endosulfan racun kategori POP dan Bahan Perusak Ozon,” papar Riza dalam siaran persnya baru-baru ini.(*/mer)

Gambaran umum masalah

DDT adalah racun yang paling banyak diwartakan dampaknya bagi komunitas dan lingkungan oleh media massa cetak dibandingkan dengan unsur POPs pestisida lainnya. Dokumentasi populer PAN Indonesia yaitu Terompet, teropong masalah pestisida, pada periode 1987 hingga 2003 mencatat beberapa kasus.

* Di Cipanas, Jawa Barat dan tanah Karo Sumatera Utara petani menggunakan DDT selaku obat “dewa” untuk tanaman sayur (PAN Indonesia, 1987).
* On 28 August 1982, 12 people died in Plaeng village in Klaten, Central Java province due to DDT contamination of foods. Nine people were severely affected. Seventeen of 28 kinds of foods availed by host of traditional celebration were identified as the source of poisoning (Tjahjadi, 1990).
* Kisah keracunan DDT di desa Klodran Kecamatan Ngososari Boyolali menyebabkan 19 warganya dirawat di rumah sakit. Dua orang lainnya meninggal dalam perjalanan, dan satu orang meninggal begitu tiba di rumah sakit. Peristiwa naas itu terjadi 5 Oktober 1982, ketika sejumlah penduduk desa membeli bakwan yang terbuat dari tepung terigu dan tauge. Rupanya tepung pembuat makanan tadi terkontaminasi DDT.... dst (PAN Indonesia, 1990).
* On lowland vegetables in West Java and DKI Jakarta in 1989 residues of BHC, Lindane and dieldrin were found. Lindane in hot pepper was 0.007 ppm, whereas maximum amount of residue was only up to 0.001 ppm. BHC at 0.017 ppm to 0.037 ppm was found in cucumber dan shalot. These values are too far over the World health Organization and the Food and Agriculture Organization tolerance residue limit set for these respective pesticides (Tjahjadi, 1990).
*DDT formulation factory in Cicadas village of Bogor, West Java has caused harm to villagers living in the surrounding areas. Forty-three villagers were suspected to have died from dust pollution of DDT both through air and water since August 1984 (Tjahjadi, 1990).

*Petani tomat di Sungai Jernih Kabupaten Agam Sumatera Barat menggunakan DDT cocktail dalam menyemprot tanaman tomat diamati oleh puluhan perempuan pegiat pertanian lestari yang datang dari berbagai penjuru Sumatera, dan Jawa dalam bengkel Kerja Perempuan dan Pestisida yang diselenggarakan PAN AP dan PAN Indonesia tahun 1991,

Program POPs yang sudah dilaksanakan oleh Kementerian Lingkungan Hidup (KLH) sangatlah tidak cukup memadai materinya untuk dapat diketahui bagi publik dalam pemahaman yang mudah dicerna secara menarik dan singkat ringkas.
