Bergembira semu atau kata petani dan tengkulak: "Masih untung bisa panen." Panen yang hanya separuh lebih sedikit dari semestinya... (perhatikan wajah-wajah yang terpaksa tak ceria di masa puncak penyerapan tenaga kerja yang setengah menganggur di kota) ... karena selama penanaman padi IR 64 disikat oleh hama wereng batang coklat (WBC). Panen hanya separuh dari kondisi normal, tetapi jelas bukan termasuk yang seharusnya mendapat ganti-rugi (benih) dari pemerintah...
Lokasi di pinggir jalan raya sekitar 3,5 Km dari perempatan jalan dari Universitas Muhammadiyah Purwokerto (UMP) dan dari Purbalingga menuju RSU Prof. Dr. Margono Soekarjo Purwokerto Jawa Tengah, Kamis, 23 Juni 2011 sekitar pukul 10-an.
Unbeliable... Pengendalian hama wereng batang coklat tidak tuntas... Tahun lalu, tepatnya 19 September 2010, saya mencatat: Serangan wereng coklat di jalur pantura mulai Jawa Timur- Jawa Tengah- Jawa Barat – Banten, ditaksir lebih dari 1.000 ha tanaman padi pada awal tahun 2010 mengalami puso. Bahkan serangan hama wereng coklat ini telah mengganggu rencana ekspor beras sebesar 5.18 dan 5.93 juta ton beras berturut-turut pada 2010 dan 2015. Serangan hama wereng coklat, selain disebabkan oleh adanya perubahan iklim global juga dapat disebabkan oleh penggunaan varietas yang kurang tepat.
Petinggi Kementerian pertanian sibuk turun ke sawah. Lalu, apa yang ditindaklanjuti oleh Kementerian Pertanian?
Kementerian Pertanian mengajukan tambahan anggaran sebesar 40 milyar untuk ganti rugi petani padi yang sawahnya puso akibat serangan hama wereng batang coklat (WBC). Dana bantuan ini rencananya akan diserahkan kepada 50.000 petani yang areal sawah padinya terkena serangan hama WBC.
“Saat ini kita sedang mengajukan dana sebesar Rp 40 milyar ke Kementerian Keuangan agar dapat dimasukkan ke dalam APBN sebagai dana bencana alam,” ujar Wakil Menteri Pertanian, Bayu Khrisnamurthi, seusai menghadiri Workshop Nasional Hama Wereng Batang Coklat, di Jakarta.
Dana tersebut terutama untuk mengganti biaya benih dan pupuk bagi petani yang sawahnya puso karena WBC. “Selain itu, kita juga akan memperbolehkan petani yang lahannya terkena WBC untuk memperoleh kembali bantuan kredit,” katanya.
Bayu mengatakan selain bantuan dana, upaya-upaya yang telah dan akan dilakukan untuk menanggulangi daerah terkena serangan wereng, antara lain pengawalan dan pendampingan oleh petugas lapang untuk mengetahui perkembangan hama, implementasi pengendalian hama terpadu (HPT), mengirimkan surat kewaspadaan terhadap peningkatan OPT kepada para gubernur di seluruh Indonesia, dan membentuk posko WBC (Sinar Tani: Selasa, 07/09/2010).
Tak ada satupun tanggapan dari para produsen benih padi hibrida. Namun Tetapi, saya menambahkan catatan: siapa nyana hama wereng coklat masuk ke rumah-rumah penduduk di Bekasi Barat. Satoto, pemulia padi hibrida di BB Padi Sukamandi menyatakan, bahwa ledakan hama wereng adalah akibat keteledoran.
"Kita ketahui padi hibrida didesain untuk meningkatkan produktivitas padi tetapi tidak didesain untuk tahan hama. Kesalahan lain, pewilayahan penanaman hibrida diabaikan. Ada hibrida yang ditanam di wilayah endemis hama wereng," kata Ketua Kelompok Penelitian BB Padi Sukamandi, Satoto Suprihatno, kepada Koran Jakarta, Rabu (14/7).Temuan di sekitar wilayah pertanaman hibrida di dekat balai besar di Sukamandi, Kabupaten Subang, Jawa Barat, menunjukkan sebaran hama wereng di daerah tersebut terjadi secara cepat.
Pernyataan itu jelas konsisten hasil penelitian Baehaki (2009) bahwa padi hibrida, memang, rentan hama wereng coklat.
